Is there a portable document format with embeddable multimedia files?

What I mean is a format like PDF, but which can also embed videos, 3D models, and other interactive multimedia in the same file. Emphasis on “portable” because I’d like to have a fixed layout, like a book page, and unlike a HTML page.

I don’t know about anything that fits all of those requirements, but it looks like ePUB3 supports fixed layout and embedding videos? Kind of looks like it supports 3D and JavaScript as well.
