I clicked the link and up near the top, openssl, which feels like a pretty big deal for me. Clicking on that link, the thread goes back to 2005. I read quite a bit of folks over the years have offered help, but not too much in terms of interaction.

I don’t really need another project, but if it relates to my day job, I can probably make an excuse. Does anyone know how to “take over” as maintainer in general?

Not only openssl, the list has many high profile projects (libreoffice, grub2, apache2).

You need to gain street cred as a “sponsored maintainer”. IOW you can help maintain a package but you need to find/get in touch with a “sponsor” with upload rights that will upload it for you. Those “RFH” packages probably already have sponsors and maintainers, so they’re probably only looking for additional help in which case you should find who’s maintaining that package and get in touch with them directly.
